Liberty is what I used to hear from the people I knew in government. They did what they needed to do as freely as posible without fetters.

look at Halloween one year the kids were like 'I can not have chocolate' and all I had was that.
so the next year I got both chocolate and not chocolate.
and you know how the tykes are when they are out and learning how to be social? well there are no rules for 3 year olds who are being given prizes just for showing up.
so I said 'who wants chocolate' as I opened up the door of my house and was soon seeing a big crowd of halloween kids and their parents (I live in Spooky-Villa place where friendly neighbors overdue their attention to all things spooky, in a nice way (over due, not over do).
so anyway I call out to the crowd, to offer either one or the other 'Who likes Chocolate' and a little tyke son of a neighbor, who I'd never met before revealed himself and bounded forward calling out "I like Chocolate" totally naturally and to great cheery effect for everyone else.
That child is a future leader!
