In litigation, some parties to be sued are not necessarily identifiable at the time the initial complaint is filed. The complaint may list those unnamed parties, as placeholders, referred to as “fictitious defendants,” until those parties are fleshed out in through the discovery process.
In Q’s usage, CLAS 1-99 always to me suggested “a classified and long list (99 is suggestive of an extensive list, not necessarily 99 by count) of currently unnamed/unnamable parties involved in a conspiracy against the United States.”
