Q said less than 10 know the full plan. Not that only 10 people are working on Q related stuff. Lots of people are doing Q work without knowing that their work fits into a bigger plan or if they do know, they don't know exactly how it fits.
I have wondered if the person posting here as Q even knows the full plan or if they just post what they are told to post.
