Anon opinion: It was being developed to be far more lethal but was released prematurely. Released version was not nearly as lethal as development goal. Model and statistics were based on fully successfully developed pathogen. Reality not so much. It was planned and funded but researchers either did not meet deadline (as usual) or their deadline was abruptly moved forward. Can you hear the investors screaming at the scientists to "Do it now!"? Researchers putting lives at risk to put others lives at risk not liking their jobs maybe:)
