This is actually a great opportunity to phase out winged aircraft in favor of electrogravitic or other types of 'ether floating' craft.
The R&D has long been done and paid for…. POTUS "simply" needs to declassify the military tech in this area of, say, the 1980s and permit its use for civilian aviation.
The current mil tech would still be light years ahead of the civilian version so as to maintain national security.
