From the point of view of the guardsman there are other way they can be activated as well. However at the end of the day (and yes sometimes it is done on a day to day basis, with different methods on different days) it comes down to, where is today's paycheck coming from?, ok I follow the orders of whoever they designate. It is a pretty simple method of clearing up any confusion about which orders to follow, and also ensuring loyalty to the right chain of command.
