I watched a doc about mongolians a few years ago. These were nomads. Every single year some idiot Chinese was sent to find each nomad and count the animals. every single year, tracking down just so they could keep track of mow much they had so they could be taxed.
Think how easy it would be to do here. That is what they are working towards. Complete control.
