If government actors under color of state law violate an individual's constitutional rights, they may sue under Section 1983.

These are called 1983 lawsuits. They involve establishing actions by a government actor like Schiff. He sent that letter binding himself to YouTube and Google. So a 1983 lawsuit would look like a lawsuit FOR DAMAGES AND COMPENSATION under the federal statute against the State government for violating civil rights.

YOU DO NEED LARGE DAMAGES. Presumed damages for the violations themselves aren't also astronomical.
