it depends on state in my state you would file a claim with office of risk management, however you would need documented damages, laws can be broken and violated all day long but as the old saying goes no harm no foul, business owners have a better case you can get specific or i think you could just plead res ispa loquidor and it would work i a area that was effected by muh shutdown
if you can get around the immunity, best bet is going after the legislative intent its more like a bounty tho
