Do bad guys use kids as an excuse to spy on people?

I already busted the nasty smoker that would stand outside my house looking into my window.

Now, the past few days, there is this man I have never seen around before(this is a VERY small town) that will play with his kid right in front of my window where the smoker used to stand.

There is ZERO reason for him to be there.

He is not the typical "neighborhood scumbag" either. Which is why I'm confused. clean cut looking dude, dressed nicely. With a 2 year old.

This is a meth head town. Toothless scumbags always wandering around. So this dude sticks out like a sore thumb.

No idea where he comes from. It's kind of annoying.

There is WAY nicer places to hang with your kid.

I guess i'm just saying shit out loud because there have been some really weird shit happening around me lately. I'm starting to doubt my gut. As in what I should ignore & what I should keep a closer eye on. This dude sends up warning flares to me.
