Not familiar with any ranches in NYC to sell their meat to local butchers….
The product still has to get to the butchers.
Therein lies the issue.

Pointing out the flaw in your theory, that NOT everyone lives near a butcher that can access fresh meat.
Not every butcher is going to automatically have access to local meat if the product can't get to the butcher!
Maybe you heard about farm animals being put down because there were no buyers for their products? This is a "butcher" issue as they can't get product.
In theory, you had a great idea.: in reality, it won't work.
