I have not yet seen the results of all the RAND digs, though will look them up, but wanted to bounce this off (you).
It seems to me that pyramidal fashion there are a few orgs at the top (Club of Rome, Committee of 300 etc) that are think tanks on their own, pass down directives to a few that are below them (Tavistock, RAND etc.). This level does experiments and created work output also as policy papers like a normal think tank. But this level's reach is directly into high level government(s) and miiltary/ies.
Tavistock -UK govt & military (helped to create the boot camp regime to desensitize to killing) and social (Delphi technique, et. etc.)
RAND - US govt & military, as shown by the dig anons did the other night.
Not limited to 'home country' but tentacles in others as well-octopus is a fitting image.
The military infiltration is a way to experiment on a captive group and/or use that group to experiment on a target population.
This level of ngo passes down policy papers/direction to the next level down a larger group, that takes it to the social space, but still as think tanks. Social engineering in the open, discrete parts so no one organization has the whole picture, nor can one group credibly be accused of the whole picture (sick agenda).
That passes down to the "activist" social (lowest) level.
This is the general picture I see from digging up to today. (haven't gotten back to reading list yet today, busy day) I wanted to ask before the 5th, while you can still answer.
