There is always some one - or some group - at the top of any organization no matter how small or how large.
Every one who is below the top-level person or group is a marionette of the system devised by that person or group. They are on the team to execute the plan devised by the person or group at the top. The motivation for players who have positions to aid assist or embrace a role in the execution of the plan is in it for 1) power, 2) money, 3) fame, 4) prestige, and 5) position.

Schiff, Schumer, Pelosi, Clinton, Comey, Brennan. These are not a bunch of scouts trying to sell cookies in the neighborhood.
Are they taking care of their people or trying to figure out how to get votes, raise capital, and campaign for another tenure?

2) shutdown all the entertainment to increase tension and stress levels.
3) shutdown faith communities and family visiting to ruin hope and cause suicide hotline traffic to skyrocket. If he isn't the epitome of former Chicago mob, then perhaps there is no one left and Lightfoot found an amicable resolution for her organized crime districts.
4) start rioting, but call it peaceful protesting, and start looting but call it racial equality, basing actions on the premise of pre-existing racial and class division throughout the country. Being the tantamount stress point in American society, any act of violence is not only warranted but owed.
Political leaders looking the other way? No. Silence at a time when there is clearly behavior worthy of condemnation by any reasonable, rational person is essentially approval.
