For years, decades even. Do a search and you, too, can find patents applied for and issued to the air force, etc. from the 1950s on up.
They claimed they shut down HAARP but failed to mention the portable arrays. Weather modification is big. Used to be a lot of companies hawking their wares. Haven't looked in a while though. Disheartening when I do.

Been watching this phenomenon for decades. Used to collect screenshots of haarp circles on weather radar until everything in this life became futile.
Had a little hope with Trump, but then he left me here in the hands of a dem governor while global corporations muzzled their workforces a month and now two months (costco) after the coronavirus horse left the barn.
And still no arrests.
My hope and trust is in God. Where it has stayed all along. We'll see what happens.
