Not all ballots are received by the recipient in the first place.
In the last election I worked and kept track (2016), 18% of the voters arriving at the polls had to be processed provisionally because they did not bring their vote-by-mail ballot with them. Half of those said that they had not received it. If we assume that half of those forget that they'd received it, that's 4.5%, which is enough to swing an election.
I was a poll worker again in 2018, but due to issues taking place in that poll, I was not able to get the stats for that year. But it seemed to me that the number of provisional voters was even higher that year.
This is of deep concern because provisional ballots are not anonymous. They are placed into envelopes that have identifying information on them, including party affiliation. That information is supposed to be used to determine whether the voter was eligible to vote. It is possible that ballots could get tossed because the person doing the verification does not like something on the envelope.
