Sessions does not sign a search warrant, the FISA court does. The court must determine if there is probable cause.

Yep, that's how the system works through the entire court/prosecutor system. While I don't know all the intricacies of the FISA process, generally, the investigators prepare the warrants (b/c it's their information) and it is presented to the court. In some cases (serious ones) a prosecuting authority will be more closely involved, but the investigator signs the application b/c it's their info and the PA isn't a witness.
