Human trials of a vaccine developed by Oxford University began last month, with scientists aiming to have a million doses ready by September if tests go well.
US health experts have repeatedly said a vaccine is probably a year to 18 months away, though the White House said late last month that a vaccine could conceivably be in wide distribution as early as January.
"There are some viruses that we still do not have vaccines against," said Dr David Nabarro, a professor of global health at Imperial College London, who is also serving as a special envoy to the WHO during the coronavirus pandemic.
"We can't make an absolute assumption that a vaccine will appear at all, or if it does appear, whether it will pass all the tests of efficacy and safety.
"It's absolutely essential that all societies everywhere get themselves into a position where they are able to defend against the coronavirus as a constant threat, and to be able to go about social life and economic activity with the virus in our midst.”
Dr Nabarro spoke to CNN after Donald Trump appeared to claim on Sunday that America would have an effective vaccine by the end of 2020.
In a virtual town hall with Fox News at the Lincoln Memorial in Washington on Sunday, Trump said: “We are very confident we are going to have a vaccine by the end of the year.”
Scientists have previously warned that a vaccine may take 12-18 months, or longer.
The comments came as Boris Johnson prepared to describe the race to develop a coronavirus vaccine as the “most urgent shared endeavour of our lifetimes” and call on nations to “pull together” in response to the pandemic.
Johnson is expected to tell an online pledging conference on Monday – co-hosted by the UK and eight other countries and organisations – that the sooner states share their expertise, the faster scientists will succeed in defeating the disease.
Nabarro’s concerns echo those of Sir Patrick Vallance, the government’s chief scientific adviser, who said he was hopeful a vaccine will be developed but warned it would not be available any time soon.
“All new vaccines that come into development are long shots; only some end up being successful, and the whole process requires experimentation,” he wrote in The Guardian.
“Coronavirus will be no different and presents new challenges for vaccine development. This will take time, and we should be clear it is not a certainty.”
The prime minister will set out his government’s strategy to ease the country out of lockdown in a public address on Sunday.
New measures could include advising people to wear face coverings in public, allowing people a “social bubble” of no more than 10 people until 2021, and bringing in one-way routes through train stations to avoid a second peak of the virus.

CIA Watchdog Sitting on Secret House Report Allegedly Critical of Brennan’s Role in Russian Meddling Assessment - theepochtimes
The CIA Inspector General has taken more than a year to clear the release of a House Intelligence Committee report which contradicts the key conclusion of the intelligence community assessment on Russian interference in the 2016 election, according to the former chief of staff of the National Security Council.
The January 2017 Intelligence Community Assessment (ICA), prepared at the behest of President Barack Obama, claimed that Russia interfered in the presidential election in order to help candidate Donald Trump. The House Intelligence Committee’s public report (pdf) on Russia had already challenged the analytic tradecraft behind this central claim and suggested that the process of arriving at the assessment was not free of political interference.
A separate, classified report holed up at the office of the CIA Inspector General (IG) sheds damning light on the role then-CIA Director John Brennan played in the preparation of the report, former National Security Council Chief of Staff Fred Fleitz learned from House Intelligence Committee staff. A source familiar with the report’s fate would not deny that the report went to the office of the CIA IG.
The report states that Brennan overruled agency analysts who wanted to include strong intelligence in the assessment to show that Russian President Vladimir Putin wanted Hillary Clinton to win the election, Fleitz says, citing conversations with House Intelligence Committee staffers. Brennan had also rejected analysts who wanted to strike weak intelligence from the report which suggested that Russia favored Trump, Fleitz said.
“So Brennan actually slanted this analysis, choosing anti-Trump intelligence and excluding anti-Clinton intelligence,” Fleitz told The Epoch Times.
Republicans on the House Intelligence Committee issued the report in August 2018 and submitted it to the CIA IG in the fall of 2018 to be cleared for public release, according to Fleitz. The former NSC chief of staff says that only the limited circle of GOP members on the intelligence committee had read the report.
In the section of the House Intelligence Committee’s public Russia report that challenged the analytic tradecraft underlying the assessment that Russia favored Trump, the committee stated that it was “planning additional action regarding this information in early spring 2018.” A source familiar with the report told The Epoch Times that “we did do a classified report on the ICA.”
The existence of the House report on the ICA, which has not been previously reported, comes to light less one month after newly declassified documents revealed that the FBI was aware that a key part of the infamous Steele dossier could have been the product of disinformation by Russian intelligence services. The dossier—a compilation of unverified allegations against Trump—played a key role in the FBI’s decision to obtain a surveillance warrant to spy on Trump campaign associate Carter Page. The Hillary Clinton campaign and the Democratic National Committee funded the dossier.
A summary of the dossier was included in a top-secret attachment to the ICA—Annex A. The FBI pushed to include the dossier in the ICA, according to a Senate intelligence committee report (pdf) on the assessment released last month. The FBI told the Senate Select Committee on Intelligence (SSCI) that they “would have had a major problem if Annex A had not been included.” Former FBI Director James Comey told the SSCI that he personally insisted that the dossier be included.
“I insisted that we bring it to the party, and I was agnostic as to whether it was footnoted in the document itself, put as an annex,” Comey told SSCI. “I have some recollection of talking to John Brennan maybe at some point saying: I don’t really care, but I think it is relevant and so ought to be part of the consideration.”
The Senate report’s conclusions about the ICA clash with those reportedly in the classified House report. The SSCI found no issues with the process that led to the issuance of the ICA and found no witnesses to support the claim that the process was politicized.
“Every witness interviewed by the Committee stated that he or she saw no attempts or pressure to politicize the findings,” the SSCI report states.

Michael Flynn was not the objective. He was the obstacle. Once you grasp that fundamental fact, it becomes easier to understand the latest disclosures the Justice Department made in the Flynn case on Thursday.
They are the most important revelations to date about the FBI’s Trump-Russia investigation, code-named Crossfire Hurricane.
The new disclosures, in conjunction with all we have learned in the last week, answer the all-important why question: Why was Flynn set up?
The answer to the what question has been clear for a long time: The FBI set a perjury trap for Flynn, hoping to lure him into misstatements that the bureau could portray as lies.
In the frenzied political climate of the time, that would have been enough to get Flynn removed from his new position as national security adviser, perhaps even to prosecute him. On that score, the new disclosures, startling as they are to read, just elucidate what was already obvious.
But why did they do it? That has been the baffling question. Oh, there have been plenty of indications that the Obama administration could not abide Flynn. The White House and the intelligence agencies had their reasons, mostly vindictive.
But while that may explain their gleefulness over his fall from grace, it has never been a satisfying explanation for the extraordinary measures the FBI took to orchestrate that fall.
To understand what happened here, you have to understand what the FBI’s objective was, first formed in collaboration with Obama-administration officials. That includes President Obama, Vice President Biden, and Flynn’s predecessor, National Security Adviser Susan Rice, with whom then-Acting Attorney General Sally Yates and then-FBI director James Comey met at the White House on January 5, 2017 – smack in the middle of the chain-of-events that led to Flynn’s ouster.
