Maybe they want everyone in masks so that their paid gangs and protesters don't need to be so obvious wearing antifa masks. I think some areas were starting to ban masked protests because of antifa violence, but now there will be no way to make an ordinance against face coverings, or distinguish the masked troublemakers from peaceful citizens.
