California rec'd the most USG money associated w/HAVA w/grants awarded in 2008, 2009 and 2010. Fast forward to Jan. 2020 and Judicial Watch is still suing CA to clean up their voter rolls; some CA counties have registered voters in excess of 100%. Hundreds of millions of dollars and eighteen years later, it's still FUBAR.
