After the 2000 elections, Congress "reformed" the voting system with Help America Vote Act of 2002, 107th Congress H.R. 3295.

 

Psrt of the reform was to ensure voting systems provided a clear and accurate count of votes. House had a strong bi-partisan support for the bill. The Senate vote was 92-2 (6 not voting). The only two Senators that voted no for the HAVA 2002 bill,
