The city, county, and state orders to stay at home, close businesses, and wear masks are all predicated on the World Health Organization's declaration of a worldwide pandemic of COVID-19 disease, also known as "novel coronavirus."

If POTUS issues an execute order that the WHO declaration be disregarded as incorrect, all of the shutdown orders would fall away.
