Quick check on congress.gov, just using "covid-19" there are at least 33 new bills intorduced this week. Most will go nowhere and only serve as campaign fodder, "look I introduced this to save the people."
Most as for money (of course). States are suffering because their revenue streams are greatly impaired. Even without details posted yet, one bi-partisan bill asks for composation (for governors decreeing people can not work). Guess the federal revenue is doing fine.

The annual combined state budgets for all 50 states is about $2 trillion (list of state budgets on wiki). With all the reduced services, states should be giving citizens a rebate.
