How hard would it be for military jets to escort a chemtrail plane to the ground to have them arrested for crimes against humanity?

The last four weeks there has been no Chemtrails in our skies. People have been indoors due to muh corona fears.

This week people have surfaced re-opened some of their small businesses traffic is back to normal and suddenly yesterday chemtrails reappeared

Why does Trump allow this when it would be so simple to just have them arrested?
