[Trap] for MIL to 'publically' gain knowledge of tunnels which were being used for bad things.
Eyes On type of thing.
So with a tip, or just for 'scouting, MIL could 'legally and with predicate' be justified into researching tunnels and owners, respective authorities to gain intel and evidence.
