I may have figured out the difference. If you try to copy text from the house version it works, not so the DNI version which I think means the House version contains an additional layer that holds the text and the DNI version is just scanned images.

But again I am no PDF expert.

My original thought was to see if there were any redactions in one version that weren't made in the other.
