Consider the meaning of 99% and 1%.

Consider a bell curve, graphical representation of a normal distribution.

The vertical axis can represent ANY human trait.

A normal distribution exists for ANY human trait:

Intelligence.

Extroversion.

Venality.

Greed.

Generosity.

Self-sacrifice.

Musical talent.

Speed reading.

Intuitiveness

Sociopathy.

Psychopathy.

Etc.

You name it, every trait can be described on a Bell Curve.

For each trait, <1% of the population falls 3 standard deviations ABOVE average.

Likewise <1% falls 3 standard deviations BELOW average.

1% understood?

It's not complicated.

Within an agency or within government or within any organization, assume that ~1% are sociopaths willing to do evil things to gain power. Call them demons. Also ~1% are saints at the opposite end of the curve, willing to sacrifice themselves for ideals and to help their fellow human.

The meaning of the "hand up" is that the few evil individuals seek out like-minded others, recruit them, and bring them up the hierarchy into positions of control.

This is how cabals operate.

This is how the Y-head families operate.

This insight applies to every kind of organization.

How do you remove the 1% and prevent a new evil 1% from gaining power?

THAT'S the key question.

It takes time to recruit others.

It takes time to teach them the secrets.

It takes time to convert them to the dark side.

It takes time to develop the blackmail materials that control people.

What if the entire 1% can be removed?

Will evil reform and regenerate?

Or can morality to instilled in the remainder, in a way that will 'stick' and not revert to the dark side?

Just because someone falls into the 1% for one given human trait, does not mean they are in the 1% for a different trait.

If they are 3 standard deviations more evil than average, that doesn't necessarily mean they are 3 standard deviations smarter than average, for example.

Well I directly asked ]them[ what it means and got a good reply.

Think double meanings.

Multiple meanings.

Think context.

Expanding.

[ ] = killbox.

[ ] = [SPIRITUAL WICKEDNESS].

So, it all depends on the context.
