All you need is the division chiefs and deputies to be either corrupt or have no spine. The latter say "just following orders". In compartmented framework you never know what is really going on outside your lane unless you start nosing around. Then you can get whacked 7 ways from Sunday if the corrupt think you are not in line as a compliant drone or corrupt. They try to corrupt you with standard stuff like females and loose contracting money grabs. If you don't take the bait, watch out.
