GUCCI callsign is a KC-10 tanker aircraft a flying gas station. He's flying a holding/refuelling pattern for other military aircraft.
That is the artist Frida Kahlo - she is Mexican. She looks more like a guy.
Looks like she/he needs to shave the moustache, KEK.
My best guess is he is snooping.
They and their cousins the RC/MC-12, RC-135 & EP-3's.
They pop up and then disappear along the southern border and elsewhere.
They turn off the transponders and go dark and then pop up again later as it can interfere with their recce kit.
They can be very sneaky.
Keep in mind OPSEC.
