PA Title 35 Sec 7301 on is the legislation for emergency declarations. It describes natural disasters such as hurricanes, tornados, floods. It describes man-made disasters such fire, oil spills, riots, etc. All includes incidents from war. In the PA legislation it does not specify a health epidemic and soley relies on the above mentioned to protect health and safety.
The rural parts of the state are being penalized for no justification under Herr Reichsmarchall Governor Wolf.
