Gen. Leslie Groves set up the concept of compartmentalization of security during WW2's Manhattan Project. This has carried forward to today's operations where CIA operates in 'compartments' that are mostly autonomous.

The original reason was to keep any 1 person from knowing the entire picture and thus compromising the operation. In this way, even Truman didn't know about the A-bomb until after FDR died.

It's within this framework that all rogue cells operate within the CIA, FBI, NSA, etc. You see this in movies where someone has to be "read in" to a project and why the security designation of TS/SCI exists. TS is a reasonably large clearance. SCI means that you can be read into projects on a need-to-know basis.

What we likely have happening is a set of rogue cells in each of the agencies being centrally coordinated at the top to effect the coup. I would say that HUSSEIN was likely at the top of this pyramid.
