Sadly, it only takes 1% if they are in charge. Look at the little Tyrants around the country keeping people on lockdown. Look at the cops that are blindly following orders and arresting patriots for going to a park with their kids. The cops aren't the 1 percent. They are ordered by the 1 percent and conform to the new rules.
Therefore the 1 percent can easily become much more.
