I assumed that the trip to London by the two lovers would have been done in 2016 after trump won in November to try to convince the security services to continue the surveillance. Before this the security services might have believed there was a legal warrant because of the fisa in place
We do know that the surveillance happened outside the official fveys channels, the question is are we looking at the start of surveillance or the request to continue.
