Multiple Counties in Pennsylvania Plan to Open Against Governor's Orders

As Pennsylvania coronavirus restrictions ease in some parts of the state, anger grows in ‘red’ counties

Wolf on Friday said he would ease some coronavirus restrictions in 13 western Pennsylvania counties effective May 15 ― bringing to 37 the total number that are reopening ― but he and his top health officer gave no timetable for other parts of the state.

The entire state was in the red phase until Friday, when the first 24 counties moved to yellow. In those places, stay-at-home orders are lifted and retail stores can open. But people are still encouraged to practice social distancing and wear masks, and restaurant dining rooms remain closed.

Wolf and Health Secretary Dr. Rachel Levine were asked repeatedly during a press briefing Friday about the other 30 counties. The two officials signed an extension of the stay-at-home order for the rest of the state that lasts until June 4.

One county that will remain “red” is Beaver County, the one part of southwestern Pennsylvania not cleared to open May 15. It has had one of the state’s most severe nursing home outbreaks at Brighton Rehabilitation and Wellness Center.

The decision did not sit well with county officials, and Beaver County District Attorney David J. Lozier said in a statement his office will not prosecute business owners that defy Wolf’s closure orders.

Two counties in central Pennsylvania are going a step further, planning to reopen ahead of the state’s schedule. Officials in Dauphin and Lebanon counties say they will consider themselves to be in the “yellow” phase effective May 15.

In the Lehigh Valley, state Sens. Lisa Boscola and Mario Scavello both said they think the region should start reopening soon.

U.S. Supreme Court declines to intervene in fight over business closures

The U.S. Supreme Court on Wednesday refused to take action that could have reopened Pennsylvania businesses statewide, when it denied a request to suspend Gov. Tom Wolf’s shutdown order.

County leaders in Pennsylvania have taken steps to reopen their communities, despite the governor’s lockdown orders. According to recent reports, local officials are fed up with Governor Tom Wolf’s lengthy reopening plan, which includes phasing counties in over the next several months.

Several county officials, as well as state lawmakers, recently sent a letter to Wolf, saying they will instead be taking reopening efforts into their own hands.

This included Central Pennsylvania, which houses the state capitol building and the governor’s house.

“We were really being flooded with e-mails and phone calls of folks who were terribly upset that their livelihoods were being really taken away from them in this process,” stated Butler County official Leslie Osche. “Everybody’s rights are being denied in many different ways.”

According to one county commissioner, almost 1.8 million residents have lost their jobs since the state was closed.
