Sounds like a violation of 18 USC Sec 246 and likely CA of similar statute. Also could violate the person's medical records privacy.

§246. Deprivation of relief benefits

Whoever directly or indirectly deprives, attempts to deprive, or threatens to deprive any person of any employment, position, work, compensation, or other benefit provided for or made possible in whole or in part by any Act of Congress appropriating funds for work relief or relief purposes, on account of political affiliation, race, color, sex, religion, or national origin, shall be fined under this title, or imprisoned not more than one year, or both.

ask a flight instructor notes it as "signal strength" and "readability"

http://www.askacfi.com/694/what-is-meant-by-five-by-five.htm

so 5:5 or 5x5 is a good strong signal and can understand what is being said transmitted… "Loud and Clear"

some history on 5:5 from wiki page:

Slang report formats

A report format commonly referred to as five by five.[citation needed] The report format ostensibly consists of two digits, each ranging from 1 to 5, resulting in 25 possible combinations, with five by five being the best signal possible out of 25 combinations.[citation needed] As no reliable source has been found documenting this format, it may simply be Cold War-era slang, inappropriately mapping the radiotelegraph signal report numbers to radio-telephony signals.[citation needed]

Some radio users have inappropriately started using the Circuit Merit telephone line quality measurement.[citation needed] This format is unsuitable for radiotelegraph or radio-telephony use because it focuses on voice-to-noise ratios, for judging whether a particular telephone line is suitable for commercial (paying customer) use, and does not include separate reports for signal strength and voice quality

Found no documentation to support social services. The cited emergency order states the Director can implement policies without review. Find no reference for arbitrary of testing of citizens because they are on benefits. Power hungry bureaucrats collecting a fat check (w/ benefits).
