Why were FISAs and all other intelligence tools used by Fed, State, and even local law enforcement on non-criminal, ordinary citizens?

To target citizens not afraid to oppose Gov?

To target rival businesses?

To target citizens that gov officials just didn’t like or cut them off in traffic or any other petty reason?

To target citizens they wanted to entrap/ensnare and even set up/stage scenarios for pics and/or video to get rid of these “problem citizens”?

How do these targeted individuals ever regain reputation, finances, family, and Life after one’s entire career, business, and life have been poisoned and destroyed by these evil, sick people?
