As to opening hydrants there are a lot of reasons.
Air in the lines is one and it's a big reason, especially older systems that don't have as many air release devices throughout the final distribution point.
Far too many reasons, over pressure in a node, debris in the lines, dropping water pressure for maintence on pipes down line, flow control issues.
