That's because they don't believe that they are. They are in full dependency-mode like a child blindly accepting whatever the parents tells them because it is comforting and familiar. They are trusting that the government will inherently respect their rights as they have been conditioned and accustomed. They will not fight for their rights until they realize they HAVE TO fight for them because it's always just been assumed that they are protected and inalienable.

They WILL give up freedom for security. They always do because it takes less effort to just give in then it does to fight.

It's almost exclusively the reason good guys can't just run in and arrest the cabal in a daring raid like so many wish they would. If the actions you take aren't within the range of the Overton window of your population they're going to reject what you're doing even if it's correct and the true, and probably seek to remove you from power. Knowing your audience is the key to any performance.
