Resorting to % talk is presentation of message, much more than fact. Trust Q and seek the message. Don't try to dig details on this, which for most of us amounts to hanging roof tile in cat 3 hurricane. For WTP, this is a message drop not the equivocating of facts where we have no privilege. Further factual speculation may well be your right but shows no wisdom, perception, maturity.
Realize even 1% of ABCs is no small lot, much bigger than any 7th floor as many who have done a touch of math readily mote.

Some good are blackmailed into doing bad. Some good things get done and then mysteriously added with other things and if 'properly' organized turns into a very bad thing. The calculation of deeds and types of people involved is a very deceptive plot, worm can, slippery slope and even a crossfire hurricane.
Reformation I suspect the process. This 99/1% rule comes 3 plus years into 45's first term after 8 yr of 44. True assessment has occurred by businessman 45. Much time has transpired to get rid of many bad apples (consider 7th floors alone) and likewise, proper hire and train may have added many new apples. These factors alone could significantly alter old ratio. Consider the fast pace of Federal judges transformation, apply that to these ABCs.
Reconsider timing. We are just beyond 4-19-2020 juncture, battle is on, in open forum for Anons, Declas, but we are promised much bigger for WTP in near days, FISA/Public. These are super critical days internally for ABC groups. Arguing for internal goodness and strong reach out to confirm, affirm, reform, and restore has great merit. Confession is good for soul including organizational soul. These are tipping days and best to gather as many as possible back to fold bringing all the intel they have stored for years, lending it to the soul of the whole for best possible outcome. Consider the 99/1% rule the amount of forgiveness available for any and all who are willing to reinvest in Constitutional soundness. For many, taking a few slaps on the wrist will fair much better than getting ratted out by who knows who or what. Purge is on with aim to restore and regain compromised players. Transparency is the path forward and wide participation is the only way to heal the most. Our legal system has long bartered culpability based on witness/truth/facts provided. The word is out, with tops toppled, forgiveness can be generous. The 99/1% swiftly turns into rat race and invitation to gang up on the worst. Another bad 350 (FBI) turned out of any ABC is a good turn, 1200 (DOJ).
Regarding 'Splinter', Q specifically describes such as 'completely separate' from 'origin'/'source'. Thus I say Organizational purity is primary concern, not those who have separated themselves and now serve new lords with money chains getting picked out and up by the day. Remember most of this we do not see. This means the 99% are chasing down the splinters. This is good. This is the preach of insecurity, fear and panic for bad players. The most evil have never been the brightest bulbs on the line. And now they get hung out to dry… up and out… behind JUSTICE.
