PA Title 25 Sec 7303 defines natural and man-made emergencies; it does does not include epidemics. For the health of the citizens is in regard to emergencies defined.
In addition many of Herr Reichsmarchall Wolf's decrees violate sections of the PA state constitution which reflect the guaranteed rights in the 1st Amendented (as well as rights not enumerated as covered by the 9th Amendment).
