Pretty certain that "speech" clause refers to speeches given on the record. If it's not in the Congressional Record, it didn't happen in Congress.
There is considerable fuckery possible there (they can "correct" an actual speech with a totally different soliloquy "for the record.") but that is probably the only speech actually protected.
