AF1 is safe. The military has ways to defend against the most sophisticated energy weapons (look up Dr. Robert Duncan).
Money is rarely the solution to any governmental problem.
They have multiple ways to take out craft and vehicles. Most don't involve energy weapons. For example, they can sabotage parts at the manufacturer and trigger them whenever they want.
I think there's kind of a nuclear standoff going on (aside from the actual nukes). Remember Q saying that they were prepared to do the unthinkable if Hillary was elected? If they killed Trump, they'd probably do whatever that unthinkable thing is.
