B6 or sometimes noted as (b)(6) is the FOIA code for why something is redacted and one of the most common on email documents.

B6 is information that could specifically identify the person, such as non-goverment email addresses, an ID number or possibly a phone number.

Records fall under 5 USC Sec 552(a)

Other issues may include:

Signature verification - the states say they use the signature of record, typically DMV or voter registration form. But there is no way to verify a signature is not forged if the person filling out the ballot has a copy of the signature (ex partner, roommate, prior resident, etc).

Dems pushed for same day registration in federal law, with mail-in voting and poll locations, that provision is violated.

Some legal immigrants may not be proficient in English and may request voting material in their language. Checked my state PA, they only offer mail & absentee applications in English and Spanish, but many languages are available on other state webpages. So new immigrants that followed the law are being denied fair access to vote.

Another federal law is mail-in voter registration from HAVA 2002. Those that register by mail must provide identification or documentation of residency when voting the first time at a precinct. Mail-in voting bypasses the federal law. Mail-in regestration is typical for somebody that moved as well as first time voter. There is no personal verification thet the voter registrant signature matches the signature on record or can qualify as a signature of record.

The biggest issue is there is no verification of US Citizenship as requred by law. States use the statement "under penalty of perjury" as proof that a voter registrant is in fact a US citizen.

52 USC 20502 has residency and change of residency requirements

52 USC 20505 has mail-in registration requirements

52 USC 20507 requires states to verify registration
