…so about all of these FISA incedental collections, i keep seeing that everyone that was swept up as an incidental contact is listed as "US PERSON 1,2,3 etc." When Gowdy is grilling Comey about unmasking US CITIZENS, Comey constantly refers to those who were "incidentally" as US PERSONS.

 

What is the difference between a person and a citizen?

A human being considered as capable of having rights and of being charged with duties; while a “thing” is the object over which rights may be exercised.

 

CITIZEN: A member of a free city or jural society, (civitcu,) possessing all the rlghts and privileges which can be enjoyed by any person under its constitution and government, and subject to the corresponding duties.
