Just thinking out loud…

What happens when states begin to open up, and [they] get even more nervous and frantic?

If I were a bad guy, and found that fear tactics were failing, I might fall back, let folks resume normalcy, then dump a huge round of viral infection on the masses. But only after I had "disappeared" the cure, dismantled the medical system/temporary hospital facilities, and stocked up on a potent and potentially deadly "vaccine".

Or of course, if that was stopped in its tracks, I would just begin physically removing folks from work and/or home, claiming they were "exposed" or they didn't have the papers showing that they were cleared to be a part of society. Paid contact tracers would help me with that. And all those fema camps would finally be used.

…just letting my imagination work.
