Putin is on Putin's side. He kicked the cabal out of Russia. The dynamics have changed since the 2016 election.
I believe that she WAS arrested and that they subsequently released her on some type of condition because they are still gathering evidence to charge her with even more crimes. Notice that she goes around running her mouth but she's benign. She's all anger and bitterness over losing the election and blaming everyone but herself. Typical emotional reaction that one would expect from a hysterical old bag.
But she's not the same Hillary anymore. The big money donations to the Clinton Foundation have been cut off. She no longer has any real power so people are not bowing down to her and kissing her ass anymore. But she's still being protected because she's got dirt on everybody.
