It is a agricultural area, so they might be water culverts (forgot name, i'm tired). Common in central CA. Concrete waterways for farmlands.
So many people think in a strictly dualist way.
Things are NOT so simplistic and either this or that.
It's a complicated, varied, and extensive universe and world we live in.
WHOLE countries are not either 'good' or 'bad'.
Just like complex neighborhoods - countries and the universe have ALL types and variations.
