The report says the listed 'may have received Lt. Gen Flynn's identity...' as an 'authorized recipient of the original report'. It does not say why the dates are listed under their names except to imply they are request (for unmasking) dates.
It also stated 16 authorized persons requested unmaskings for XXX different NSA intelligence reports for selected individuals' (Flynn) and there are more than 16 names on the list.
So, I am unsure to what extent these assholes are involved.
