It seems clear that Samantha Power made the first request and kept ontop of any updates about it (7 requests in total, most pre dating the requests from others.)

She found out how critical this was to protecting their team of traitors, and told Clapper.

After playing some heavy Starwars "games", Kelly Degnan and John Philips requested their own copies.

After more pew pewing before December 14th, the rest of their crew got their own copies and Samantha checked again the day after to see if there was any updates.

Whoever was in the meeting with Obama on Jan 5th knew of Flynns name, as Obama himself didn't have the authority to unmask:
