My take is that Qs question is a red herring. Dec 28, 2016 Obama signs an EO for sanctions against R for “election meddling,” which also results in the expulsion of 35 diplomats.
It’s hardly surprising that R’s ambassador to the US would immediately reach out to the appropriate person in the incoming administration to discuss the matter. That’s what ambassadors are for; not to have done so would constitute dereliction of duty.
I’m not sure that anything prompted K to call F, other than the announcement of the EO.
K would likely call Flynn, because it was already known that F was to be appointed Nat Sec Advisor; and who better to call at that point?
