Visilyak initially wanted communication between generals over "secure lines." He must have known the lines would not have been secure, and that Flynn would getting spied on by that point as a result of that very meeting.

The Generals would not have acted alone, and probably only Putin could pull the strings of Generals. Why would Putin do this?
